Assigning public jobs

If I assign a job for public am I right in assuming that any of our engineers could pick it up?
The scenario is that we set up a job number each month for the testing that we do for a local council.

yes that is correct. Any of your engineers can pick the job up and accept it at which points it gets assigned to them.
